  1. Soak the raisins in warm water for 10 minutes, then drain.
  2. Heat the olive oil in a large pan over medium heat. Add the onion and fennel and cook until softened.
  3. Add the anchovy fillets and sardines to the pan and cook until the sardines are cooked through.
  4. Add the pine nuts, raisins, and saffron to the pan and stir to combine.
  5. In a large pot of boiling salted water, cook the spaghetti until al dente. Drain, reserving some of the pasta water.
  6. Add the cooked spaghetti to the pan with the sardine mixture and toss to combine. Add some of the reserved pasta water if needed to loosen the sauce.
  7. Season with salt and pepper to taste. Serve hot.
