  1. Soak the lamb ribs in cold water for at least 24 hours, changing the water several times.
  2. Place the ribs in a large pot, cover with water, and bring to a boil. Reduce the heat and simmer for about 3 hours, or until the meat is tender and falls off the bone.
  3. While the ribs are cooking, peel and chop the rutabaga and potatoes. Place in a separate pot, cover with water, and bring to a boil. Cook until tender, about 20 minutes.
  4. Drain the rutabaga and potatoes and return to the pot. Add the butter and cream, and mash until smooth. Season with salt and pepper.
  5. Serve the lamb ribs with the mashed rutabaga and potatoes.
