  1. Boil the quail eggs for about 5 minutes, then peel off the shells.
  2. In a bowl, combine the all-purpose flour, cornstarch, water, salt, black pepper, and annatto powder. Mix well until smooth.
  3. Heat the cooking oil in a deep pan or pot over medium heat.
  4. Dip each quail egg into the batter, making sure it is fully coated.
  5. Carefully drop the coated quail eggs into the hot oil and fry until golden brown and crispy, about 3-4 minutes.
  6. Remove the fried quail eggs from the oil and place them on a paper towel-lined plate to drain excess oil.
  7. Serve hot with vinegar and soy sauce as dipping sauce.
