  1. In a large bowl, combine the cornstarch, flour, salt, black pepper, garlic powder, and ginger powder.
  2. Dredge the chicken wings in the flour mixture, shaking off any excess.
  3. Heat vegetable oil in a deep fryer or large pot to 350°F (175°C).
  4. Fry the chicken wings in batches for about 10-12 minutes, or until golden brown and crispy. Drain on a paper towel-lined plate.
  5. In a small saucepan, combine soy sauce, honey, gochujang, rice vinegar, and toasted sesame oil. Cook over medium heat until the sauce thickens slightly, about 5 minutes.
  6. Toss the fried chicken wings in the sauce until evenly coated.
  7. Garnish with sliced green onions and toasted sesame seeds.
  8. Serve hot and enjoy!
