  1. In a large bowl, combine the all-purpose flour, water, egg, salt, and pepper. Mix well to make a smooth batter.
  2. Add the chopped kimchi and green onions to the batter. Mix until well combined.
  3. Heat the vegetable oil in a non-stick skillet over medium heat.
  4. Scoop a ladleful of the kimchi batter onto the skillet and spread it evenly to form a pancake.
  5. Cook for 2-3 minutes, or until the bottom is golden brown. Flip the pancake and cook for another 2-3 minutes.
  6. Repeat the process with the remaining batter to make more pancakes.
  7. In a small bowl, mix together soy sauce and sesame oil to make a dipping sauce.
  8. Serve the kimchi jeon hot with the dipping sauce on the side.
