  1. In a large bowl, combine the carrot, onion, bell pepper, and shrimp.
  2. In a separate bowl, mix the tempura batter with the ice cold water until it forms a thin batter.
  3. Heat the vegetable oil in a deep fryer or large pot to 350°F.
  4. Dip the vegetable and shrimp mixture into the batter, making sure everything is well coated.
  5. Carefully drop spoonfuls of the battered mixture into the hot oil. Fry until golden brown, about 3-4 minutes.
  6. Remove the kakiage from the oil using a slotted spoon and drain on paper towels.
  7. Serve hot with soy sauce for dipping.
