  1. Heat the vegetable oil in a large skillet over medium heat.
  2. Add the onion, red bell pepper, and garlic. Cook until the vegetables are soft and fragrant, about 5 minutes.
  3. Add the cooked rice and black beans to the skillet. Stir well to combine.
  4. Add the salsa Lizano (or Worcestershire sauce), salt, and pepper. Stir again to evenly distribute the flavors.
  5. Cook for another 10 minutes, stirring occasionally, until the gallo pinto is heated through.
  6. Remove from heat and sprinkle with chopped cilantro.
  7. Serve hot as a side dish or as a main course with fried eggs, plantains, and tortillas.
