  1. In a large skillet, heat some cooking oil over medium heat.
  2. Add the garlic and onion, and sauté until fragrant.
  3. Add the ground pork and cook until browned.
  4. Add the carrots and cabbage, and cook until the vegetables are tender.
  5. Season with soy sauce, fish sauce, and black pepper. Stir well to combine.
  6. Remove the mixture from the heat and let it cool slightly.
  7. Take a lumpia wrapper and place a spoonful of the filling in the center.
  8. Fold the sides of the wrapper towards the center, then roll it tightly into a cylinder shape.
  9. Seal the edge with a bit of water to secure the lumpia.
  10. Repeat the process with the remaining wrappers and filling.
  11. In a deep pan or pot, heat cooking oil for frying.
  12. Carefully place the lumpia rolls into the hot oil and fry until golden brown and crispy.
  13. Remove the lumpia from the oil and drain on a paper towel-lined plate.
  14. Serve hot with sweet chili sauce or vinegar dipping sauce.
