  1. In a large skillet, cook the ground beef over medium heat until browned. Drain the fat.
  2. Add the onion, garlic, bell pepper, and tomato to the skillet. Cook until the vegetables are soft.
  3. Season with cumin, salt, and pepper. Remove from heat and let the filling cool.
  4. Preheat the oven to 375°F and line a baking sheet with parchment paper.
  5. Place a spoonful of the filling in the center of each empanada disc. Fold the dough over to form a half-moon shape, then crimp the edges with a fork to seal.
