  1. In a medium saucepan, combine the milk, sugar, and coffee. Heat over medium heat, stirring until the sugar and coffee are dissolved.
  2. Sprinkle the gelatin over the milk mixture and let stand for 5 minutes to soften the gelatin.
  3. Return the saucepan to low heat and stir until the gelatin is completely dissolved, about 2-3 minutes. Do not let the mixture boil.
  4. Remove the saucepan from the heat and stir in the heavy cream and vanilla extract.
  5. Pour the mixture into four dessert glasses or ramekins. Cover and refrigerate for at least 2 hours, or until the panna cotta is set and chilled.
  6. Serve the panna cotta chilled, with whipped cream and a sprinkle of cocoa powder on top, if desired.
