  1. Preheat the oven to 350°F and grease a 9-inch round cake pan.
  2. In a medium bowl, whisk together the flour, baking powder, and salt.
  3. In a large bowl, cream together the softened butter and granulated sugar until light and fluffy.
  4. Beat in the eggs, one at a time, followed by the vanilla extract.
  5. Add the dry ingredients to the wet ingredients, alternating with the milk and sour cream. Mix until just combined.
  6. Fold in the chocolate chips.
  7. In a small bowl, mix together the brown sugar and cinnamon.
  8. Pour half of the batter into the prepared cake pan and sprinkle with half of the brown sugar mixture.
  9. Pour the remaining batter on top and sprinkle with the remaining brown sugar mixture.
  10. Bake for 35-40 minutes, or until a toothpick inserted into the center comes out clean.
  11. Allow the cake to cool for 10 minutes before removing from the pan.
  12. Serve warm or at room temperature.
