  1. Place the corned beef in a large pot and cover with water. Add the bay leaves and peppercorns.
  2. Bring to a boil, then reduce the heat and simmer for 2 hours.
  3. Add the cabbage, carrots, potatoes, and onions to the pot. Continue to simmer for another hour, or until the vegetables are tender.
  4. Remove the corned beef from the pot and let it rest for a few minutes before slicing.
  5. Serve the sliced corned beef with the vegetables, ladling some of the cooking liquid over the top if desired.
