  1. In a bowl, mix together the sweet potato starch, rice flour, and water to form a dough. Let it rest for 30 minutes.
  2. In a separate bowl, mix together the ground pork, shiitake mushrooms, bamboo shoots, soy sauce, sugar, salt, and white pepper.
  3. Divide the dough into small balls and flatten each one into a disc. Place a spoonful of the pork mixture in the center of each disc and seal the edges to form a ball.
  4. Steam the bawan over high heat for 15 minutes, or until the dough becomes translucent.
  5. Serve hot with soy sauce or chili sauce for dipping.
