  1. In a bowl, combine the shrimp, bamboo shoots, cornstarch, sesame oil, salt, sugar, and white pepper. Mix well and set aside.
  2. In another bowl, combine the wheat starch and tapioca starch. Gradually add the boiling water, stirring until a dough forms. Add the lard and knead until smooth.
  3. Divide the dough into small pieces and roll each piece into a thin circle.
  4. Place a spoonful of the shrimp filling in the center of each dough circle. Fold the dough over the filling and pinch the edges to seal.
  5. Place the dumplings in a steamer and steam over high heat for about 10 minutes, or until the shrimp is cooked through.
