  1. Combine the rice flour, cornstarch, and sweet potato starch in a bowl. Gradually add the water, stirring until a dough forms.
  2. In a separate bowl, mix the ground pork, mushrooms, bamboo shoots, soy sauce, sugar, salt, and white pepper.
  3. Divide the dough into small balls and flatten each one into a disc. Place a spoonful of the pork mixture in the center of each disc.
  4. Fold the dough over the filling and seal the edges to form a dumpling.
  5. Steam the dumplings over high heat for 30 minutes, or until the dough becomes translucent.
  6. Serve the Ba-Wan with sweet and sour sauce or hot chili sauce.
