  1. In a large skillet or wok, heat the vegetable oil over medium-high heat.
  2. Add the minced garlic and grated ginger, and cook for 1 minute until fragrant.
  3. Add the sliced bell peppers and onion, and stir fry for 2-3 minutes until slightly softened.
  4. Push the vegetables to one side of the skillet and add the shrimp to the other side.
  5. Cook the shrimp for 2-3 minutes per side until pink and cooked through.
  6. In a small bowl, whisk together soy sauce, sriracha sauce, honey, red pepper flakes, salt, and pepper.
  7. Pour the sauce over the shrimp and vegetables, and toss to coat everything evenly.
  8. Cook for an additional 1-2 minutes until the sauce thickens slightly.
  9. Remove from heat and garnish with chopped green onions.
  10. Serve the spicy shrimp stir fry over cooked rice.
