  1. In a large skillet, cook the ground beef over medium heat until browned. Drain any excess fat.
  2. Add the chopped onion, bell pepper, and minced garlic to the skillet. Cook until the vegetables are tender, about 5 minutes.
  3. Stir in the tomato sauce, ketchup, brown sugar, Worcestershire sauce, mustard, salt, and pepper. Simmer for 10 minutes, stirring occasionally.
  4. Toast the hamburger buns if desired.
