  1. Soak the fennel seeds in a cup of water for 6-8 hours or overnight.
  2. Strain the fennel seeds and keep the water.
  3. In a saucepan, combine the sugar and 3 cups of water. Bring to a boil and stir until the sugar is dissolved.
  4. Add the fennel water to the sugar syrup and let it cool.
  5. Once cooled, add the lemon juice and rose water.
  6. Stir well and refrigerate for a few hours before serving.
  7. Serve chilled.
