  1. In a large skillet, sauté the shrimp, onion, and garlic until the shrimp are cooked through.
  2. Remove the shrimp from the skillet and chop them into small pieces.
  3. In the same skillet, add the flour and milk, stirring constantly until a thick sauce forms.
  4. Add the chopped shrimp back into the skillet and stir until well combined. Season with salt and pepper.
  5. Remove the mixture from the heat and let it cool.
  6. Once the mixture is cool, shape it into small turnovers.
  7. Dip each turnover in the beaten eggs, then coat in breadcrumbs.
  8. Heat the vegetable oil in a deep fryer or large pot to 375°F.
  9. Fry the turnovers in batches until golden brown, about 3-4 minutes.
  10. Drain on paper towels and serve warm.
