  1. In a large pot, melt the butter over medium heat.
  2. Add the chopped onion, celery, and minced garlic. Cook until the vegetables are softened, about 5 minutes.
  3. Sprinkle the flour over the vegetables and stir well to combine.
  4. Gradually pour in the milk, stirring constantly to prevent lumps.
  5. Bring the mixture to a simmer and cook for 5 minutes, or until thickened.
  6. Add the shucked oysters and their liquor to the pot. Cook for 3-4 minutes, or until the edges of the oysters curl.
  7. Season with salt and pepper to taste.
  8. Serve the oyster stew hot, garnished with chopped parsley.
