  1. Preheat the oven to 375°F.
  2. In a large skillet, melt the butter over medium heat. Add the onions and garlic and cook until soft and golden.
  3. Stir in the flour and cook for 2 minutes. Gradually whisk in the milk until smooth. Bring to a boil, then reduce the heat and simmer until thickened.
  4. Layer half of the potatoes in a greased baking dish. Pour half of the onion mixture over the potatoes. Repeat with the remaining potatoes and onion mixture.
  5. Top with the grated cheese and season with salt and pepper.
  6. Cover with foil and bake for 30 minutes. Remove the foil and bake for an additional 30 minutes, or until the potatoes are tender and the cheese is golden and bubbly.
