  1. In a large bowl, mix together the flour, baking powder, salt, and pepper.
  2. Gradually add the beer, whisking until the batter is smooth.
  3. Heat the vegetable oil in a deep fryer or large, deep saucepan to 375°F (190°C).
  4. Dip the fish chunks into the batter, letting the excess drip off.
  5. Fry the fish in batches in the hot oil until golden brown and crispy, about 5 minutes. Drain on paper towels.
  6. In a small bowl, mix together the mayonnaise and minced garlic.
  7. Serve the kibbeling hot with the garlic mayonnaise.
