  2. Steam or boil the cauliflower florets until tender, about 5-7 minutes. Drain well.
  3. In a saucepan, heat the heavy cream over medium heat until hot but not boiling.
  4. Add the cream cheese, cheddar cheese, and Parmesan cheese to the saucepan. Stir until melted and smooth.
  5. Stir in the garlic powder, onion powder, salt, and pepper.
  6. Add the cooked cauliflower to the saucepan and gently stir to coat the florets with the cheese sauce.
  7. Transfer the cauliflower mixture to a baking dish and spread it out evenly.
  8. Bake in the preheated oven for 15-20 minutes, or until the top is golden and bubbly.
