  1. In a small bowl, mix together fish sauce, sugar, minced garlic, and black pepper.
  2. Marinate the catfish fillets in the mixture for 15 minutes.
  3. Heat cooking oil in a clay pot or a deep skillet over medium heat.
  4. Add the sliced shallots and cook until fragrant.
  5. Place the marinated catfish fillets in the pot and cook for 5 minutes on each side, until slightly browned.
  6. Pour in the water and bring to a simmer.
  7. Cover the pot and let it simmer for 30 minutes, until the catfish is tender and the sauce has thickened.
  8. Garnish with chopped green onions and cilantro before serving.
  9. Serve hot with steamed rice.
