  1. Soak the raisins in warm water for 10 minutes, then drain.
  2. Heat the olive oil in a large pan over medium heat. Add the onion and fennel and cook until softened.
  3. Add the anchovy fillets and sardines to the pan and cook until the sardines are cooked through.
  4. Add the white wine to the pan and let it evaporate.
  5. Add the saffron, pine nuts, and raisins to the pan and stir to combine.
  6. In a separate pot, cook the bucatini pasta in boiling salted water until al dente. Drain the pasta, reserving some of the pasta water.
  7. Add the pasta to the pan with the sardine mixture and toss to combine. If needed, add some of the reserved pasta water to loosen the sauce.
  8. Season with salt and pepper to taste. Serve the pasta hot.
