  1. In a bowl, combine the beef, garlic, soy sauce, oyster sauce, sugar, and black pepper. Let it marinate for at least 15 minutes.
  2. Heat the vegetable oil in a wok or large skillet over high heat.
  3. Add the beef and stir-fry for about 2 minutes, or until it's browned but still slightly pink in the middle. Remove the beef from the wok and set it aside.
  4. In the same wok, add the onion and bell pepper. Stir-fry for about 2 minutes, or until they're slightly softened.
  5. Return the beef to the wok, along with the tomatoes. Stir-fry for another minute, or until everything is well combined and heated through.
  6. Serve the beef on a bed of lettuce leaves, with a side of rice.
