  1. In a bowl, mix the tapioca starch with water until it forms a dough.
  2. In a separate bowl, mix the shrimp, pork belly, fish sauce, sugar, and black pepper.
  3. Divide the dough into small pieces and flatten each piece into a circle.
  4. Place a spoonful of the shrimp and pork mixture in the center of each dough circle.
  5. Fold the dough over the filling and press the edges to seal.
  6. Boil the dumplings in a pot of water for about 15 minutes, or until they become translucent.
  7. Drain the dumplings and rinse with cold water.
  8. Garnish with chopped green onion and fried shallots before serving.
