  1. Rinse the rice under cold water until the water runs clear. Set aside.
  2. Soak the dried shrimp in warm water for 15 minutes, then drain and set aside.
  3. In a large pot, heat the palm oil over medium heat. Add the onion, garlic, bell peppers, and tomatoes. Cook until the vegetables are soft, about 10 minutes.
  4. Add the rice to the pot and stir to coat in the oil and vegetables. Cook for 2-3 minutes.
  5. Add the dried shrimp, salt, and pepper to the pot. Stir to combine.
  6. Add enough water to the pot to cover the rice by about 1 inch. Bring to a boil, then reduce the heat to low, cover, and simmer for 20-25 minutes, or until the rice is tender and the water is absorbed.
  7. Fluff the rice with a fork and stir in the chopped cilantro. Serve hot.
