  1. Soak the rice cakes in warm water for 10 minutes, then drain.
  2. In a large pan, combine the water, gochujang, soy sauce, sugar, and garlic. Stir until well mixed.
  3. Add the rice cakes and fish cakes to the pan. Stir to coat them in the sauce.
  4. Bring the mixture to a boil, then reduce the heat to medium and simmer for 10 minutes, or until the sauce has thickened and the rice cakes are soft and chewy.
  5. Add the sliced green onions and stir to combine.
  6. Serve the tteokbokki hot, garnished with sesame seeds.
