  2. Add the cold water and ice cubes to the flour mixture and stir until just combined. Do not overmix; the batter should be lumpy.
  3. Heat vegetable oil in a deep fryer or large pot to 350°F (175°C).
  4. Dip the shrimp and vegetables into the batter, allowing any excess batter to drip off.
  5. Carefully place the battered ingredients into the hot oil and fry until golden brown and crispy, about 2-3 minutes per side.
  6. Remove the tempura from the oil and drain on a paper towel-lined plate.
  7. Season with salt to taste.
  8. Serve the tempura hot with dipping sauce on the side.
