  1. Preheat the oven to 375°F.
  2. In a large skillet, cook the ground beef, onion, and garlic over medium heat until the beef is no longer pink. Drain the fat.
  3. Stir in the mixed vegetables, cream of mushroom soup, milk, and half of the cheese. Season with salt and pepper.
  4. Pour the mixture into a baking dish and top with the tater tots and remaining cheese.
  5. Bake for 25-30 minutes, or until the tater tots are golden brown and the cheese is melted.
