  1. Toast the Sichuan peppercorns in a dry pan over medium heat until fragrant. Grind into a powder.
  2. In a bowl, combine the ground peppercorns, minced garlic, minced ginger, soy sauce, rice vinegar, brown sugar, and red chili flakes to make the marinade.
  3. Place the beef ribs in a large dish and pour the marinade over them. Cover and refrigerate for at least 2 hours, or overnight.
  4. Preheat the oven to 300°F.
  5. Place the ribs on a baking sheet and cover with foil. Bake for 2.5 hours, or until the meat is tender and falling off the bone.
  6. Sprinkle the ribs with chopped green onions and sesame seeds before serving.
