  1. Preheat the oven to 400°F.
  2. In a large skillet, cook the ground lamb, onion, carrots, and garlic over medium heat until the meat is no longer pink.
  3. Stir in the tomato paste, Worcestershire sauce, and chicken broth. Bring to a boil, then reduce the heat and simmer for 10 minutes.
  4. Stir in the peas and season with salt and pepper.
  5. Meanwhile, cook the potatoes in a large pot of boiling water until tender. Drain and mash with the butter and milk. Season with salt and pepper.
  6. Spread the meat mixture in a baking dish and top with the mashed potatoes.
  7. Bake for 20-25 minutes, or until the potatoes are golden and the filling is bubbly.
