  1. Preheat the oven to 350°F.
  2. Cut the tops off the peppers and remove the seeds and membranes.
  3. In a large skillet, cook the ground beef, onion, and garlic over medium heat until the meat is no longer pink. Drain.
  4. Stir in the rice, 1/2 cup of the tomato sauce, Parmesan cheese, basil, salt, and pepper.
  5. Stuff the peppers with the meat mixture and place them in a baking dish.
  6. Pour the remaining tomato sauce over the peppers.
  7. Cover and bake for 45 minutes.
  8. Uncover and bake for an additional 15 minutes, or until the peppers are tender.
