  1. Preheat the oven to 180°C and line a baking tray with parchment paper.
  2. In a bowl, mix together the flour, custard powder, powdered sugar, salt, baking powder, and cardamom powder.
  3. Add the ghee to the flour mixture and mix until it resembles breadcrumbs.
  4. Add milk little by little and knead into a soft dough.
  5. Roll the dough into a 1/4 inch thick sheet and cut into round shapes using a cookie cutter.
  6. Place the cut biscuits on the prepared tray and bake for 15 minutes or until golden brown.
  7. Let the biscuits cool completely before serving.
