  1. In a large pot, sauté the garlic, onion, and ginger until fragrant.
  2. Add the rice and sauté for a few more minutes until the rice is well coated with the sautéed mixture.
  3. Add the water, fish sauce, and pepper. Bring to a boil.
  4. Once boiling, lower the heat and let it simmer until the rice is fully cooked and has a porridge-like consistency.
  5. Add the milkfish slices and cook for another 10 minutes.
  6. Adjust the seasoning if needed.
  7. Serve hot, garnished with green onions and fried garlic.
