  1. Soak the dried jellyfish in water for at least 24 hours, changing the water several times.
  2. After soaking, rinse the jellyfish under cold water, then blanch in boiling water for about 1 minute. Rinely again under cold water and drain.
  3. In a bowl, combine the rice vinegar, soy sauce, sesame oil, sugar, minced garlic, and red chili flakes to make the marinade.
  4. Add the jellyfish to the marinade and mix well. Let it sit for at least 30 minutes to absorb the flavors.
  5. Before serving, sprinkle with sliced green onions and sesame seeds.
