  1. In a bowl, combine the shrimp, soy sauce, and cornstarch. Set aside to marinate for 15 minutes.
  2. Heat the oil in a wok or large skillet over high heat.
  3. Add the garlic, ginger, and dried red chili peppers. Stir-fry for 30 seconds.
  4. Add the shrimp and stir-fry until they turn pink, about 2-3 minutes.
  5. Add the green onions and peanuts. Stir-fry for another 2 minutes.
  6. Serve the Kung Pao Shrimp with steamed rice.
