  1. Soak the salted cod in cold water for 24 hours, changing the water several times.
  2. Boil the potatoes until tender, then drain and mash with the milk and butter. Season with salt and pepper.
  3. Drain the cod and flake it into the mashed potatoes. Mix well.
  4. Shape the mixture into patties and dust with flour.
  5. Heat the vegetable oil in a frying pan over medium heat.
  6. Fry the fish cakes until golden brown on both sides, about 5 minutes per side.
  7. Drain on paper towels before serving.
