- Ice water - 1/2 cup
- Salt - To taste
- Black pepper - 1/2 teaspoon

- Red pepper paste - 2 tablespoons
- Garlic - 2 cloves, minced
- Onion - 1, finely chopped
- Ground beef - 1 lb
- Fine bulgur - 2 cups

- Place the bulgur in a large bowl and add the ground beef, onion, garlic, red pepper paste, tomato paste, cumin, black pepper, and salt.
- Mix everything together with your hands until well combined.
- Gradually add the ice water, continuing to mix until the mixture is smooth and well combined.
- Cover the bowl and let it rest in the refrigerator for at least 2 hours.
- To serve, shape the mixture into small balls or patties and place them on lettuce leaves.
- Serve with lemon wedges on the side.
