  1. Preheat the oven to 425°F.
  2. In a large bowl, whisk together the flour, sugar, baking powder, and salt.
  3. Add the cold cubed butter to the flour mixture. Use a pastry cutter or your fingers to cut the butter into the flour until it resembles coarse crumbs.
  4. Stir in the milk, vanilla extract, and chocolate chips until just combined.
  5. Turn the dough out onto a lightly floured surface. Gently knead the dough a few times until it comes together.
  6. Roll out the dough to about 1/2-inch thickness. Use a round biscuit cutter to cut out shortcakes.
  7. Place the shortcakes onto a baking sheet lined with parchment paper. Bake for 12-15 minutes, or until golden brown.
  8. Remove the shortcakes from the oven and let them cool slightly.
  9. To assemble, slice the shortcakes in half horizontally. Place a spoonful of sliced strawberries on the bottom half of each shortcake.
  10. Top with a dollop of whipped cream and place the other half of the shortcake on top.
  11. Serve immediately and enjoy!
