  1. Heat the sesame oil in a large skillet or wok over medium-high heat.
  2. Add the onion and garlic and cook until fragrant, about 2 minutes.
  3. Add the carrots and bell peppers and stir fry for 3-4 minutes, until slightly softened.
  4. Add the cabbage and continue to stir fry for another 3-4 minutes, until the cabbage is tender-crisp.
  5. In a small bowl, whisk together the soy sauce, rice vinegar, honey, salt, and pepper.
  6. Pour the sauce over the vegetables and stir to coat evenly.
  7. Cook for an additional 1-2 minutes, until the sauce has thickened slightly.
  8. Remove from heat and garnish with chopped green onions and sesame seeds.
  9. Serve hot as a side dish or as a main course with steamed rice or noodles.
