  1. Preheat the oven to 350°F.
  2. Remove the core from the cabbage and blanch the whole head in boiling water until the leaves are soft and pliable, about 10 minutes.
  3. In a large bowl, combine the ground beef, cooked rice, onion, garlic, egg, salt, and pepper.
  4. Carefully remove the cabbage leaves and lay them flat. Place a spoonful of the meat mixture in the center of each leaf, then roll up the leaf, tucking in the sides.
  5. Place the cabbage rolls seam-side down in a baking dish.
  6. In a small bowl, combine the tomato sauce, sugar, and vinegar. Pour over the cabbage rolls.
  7. Cover the baking dish with foil and bake for 1 hour, or until the cabbage rolls are tender and the meat is cooked through.
