  1. Preheat the oven to 375°F.
  2. In a large skillet, cook the ground beef, onion, and garlic over medium heat until the beef is browned and cooked through. Drain any excess fat.
  3. Add the tomato sauce, Italian seasoning, salt, and pepper to the skillet. Stir to combine and simmer for 5 minutes.
  4. In a greased 9x13-inch baking dish, layer half of the shredded cabbage. Top with half of the ground beef mixture. Repeat the layers with the remaining cabbage and ground beef mixture.
  5. In a small bowl, mix together the cheddar cheese, Parmesan cheese, breadcrumbs, and melted butter. Sprinkle the mixture evenly over the casserole.
  6. Cover the baking dish with foil and bake for 30 minutes. Remove the foil and bake for an additional 15 minutes, or until the cheese is melted and bubbly.
  7. Let the casserole cool for a few minutes before serving. Enjoy!
