  1. In a mixing bowl, combine the buckwheat flour, all-purpose flour, egg, milk, and salt. Whisk until smooth.
  2. Heat a non-stick skillet or griddle over medium heat and brush with vegetable oil.
  3. Pour about 1/4 cup of the batter onto the skillet and spread it into a thin circle.
  4. Cook for about 2 minutes, or until the edges start to brown. Flip the blini and cook for another 1-2 minutes.
  5. Transfer the cooked blini to a plate and repeat with the remaining batter.
  6. Serve the blini warm, topped with a dollop of sour cream, a slice of smoked salmon, and a sprinkle of fresh dill.
  7. Garnish with lemon wedges and serve immediately.
