  1. In a large saucepan, combine the rice, water, salt, lemon peel, and cinnamon stick. Bring to a boil, then reduce the heat and simmer until the water is almost absorbed.
  2. Add the milk and sugar to the saucepan and stir to combine. Continue to cook over low heat, stirring frequently, until the rice is tender and the mixture is creamy, about 45 minutes.
  3. Remove the saucepan from the heat and discard the lemon peel and cinnamon stick. Gradually stir in the beaten egg yolks until well combined.
  4. Return the saucepan to low heat and cook, stirring constantly, for 2-3 minutes, until the mixture is thickened.
  5. Pour the rice mixture into a serving dish and let cool. Sprinkle with ground cinnamon before serving.
