  1. Preheat the oven to 400°F (200°C) and line a baking sheet with parchment paper.
  2. In a large bowl, whisk together the flour, granulated sugar, baking powder, and salt.
  3. Add the cold cubed butter to the flour mixture and use a pastry cutter or your fingers to cut the butter into the flour until it resembles coarse crumbs.
  4. Pour in the heavy cream and mix until just combined. Be careful not to overmix.
  5. Turn the dough out onto a lightly floured surface and gently knead it a few times to bring it together.
  6. Roll out the dough into a 1/2-inch thick rectangle.
  7. Spread the apricot preserves evenly over the dough, leaving a small border around the edges.
  8. Sprinkle the apricot chunks over the preserves.
  9. Starting from one of the long sides, tightly roll up the dough into a log.
  10. Using a sharp knife, cut the log into 8 equal slices.
  11. Place the slices onto the prepared baking sheet, leaving some space between each slice.
  12. Sprinkle the tops of the scones with turbinado sugar.
  13. Bake in the preheated oven for 20-25 minutes, or until the scones are golden brown and cooked through.
