  1. Preheat the oven to 375°F.
  2. Cook the elbow macaroni according to the package instructions. Drain and set aside.
  3. In a large saucepan, melt the butter over medium heat. Stir in the flour until smooth.
  4. Gradually whisk in the milk. Bring to a boil, then reduce the heat and simmer, stirring constantly, until thickened.
  5. Remove from the heat and stir in the cheddar cheese until melted. Season with salt and pepper.
  6. Add the cooked macaroni to the cheese sauce and stir until well coated.
  7. Transfer the macaroni and cheese to a baking dish. Sprinkle with the bread crumbs.
  8. Bake for 20 minutes, or until the top is golden and bubbly.
