Tillamook Cheddar Mac and Cheese

- Bread crumbs - 1/2 cup
- Black pepper - 1/2 teaspoon
- Salt - 1 teaspoon
- All-purpose flour - 2 tablespoons
- Butter - 2 tablespoons
- Milk - 2 cups
- Tillamook cheddar cheese - 2 cups, shredded
- Macaroni - 2 cups
