  1. In a small bowl, mix together the black bean sauce, minced garlic, grated ginger, soy sauce, and cornstarch.
  2. Heat the vegetable oil in a large skillet or wok over medium-high heat.
  3. Add the shrimp and cook until pink and cooked through, about 2-3 minutes per side. Remove the shrimp from the skillet and set aside.
  4. In the same skillet, add the sliced bell peppers and onion. Cook until the vegetables are tender-crisp, about 3-4 minutes.
  5. Return the shrimp to the skillet and pour in the black bean sauce mixture. Stir well to coat the shrimp and vegetables.
  6. Add the water and cook for an additional 2-3 minutes, or until the sauce has thickened.
